Why Quick Fixes Stunt Growth
Many businesses often fall into the trap of prioritizing immediate, short-term fixes, only to find themselves saddled with significant technical debt that stifles future growth and innovation. The telecommunications industry is at a critical juncture, facing immense pressure to deliver advanced services rapidly and cost-effectively amidst increasingly complex infrastructures. Traditional network orchestration, with its siloed operations, sluggish response times, and proneness to errors, has proven woefully inadequate for this dynamic landscape. This is where our NeuroNet Orchestrator TM Forum Catalyst project comes in: an innovative AI-powered solution designed to advance network management by moving beyond conventional automation, creating entirely new processes in real-time, and leveraging established TM Forum standards.
Beyond Predefined Responses
Beyond merely reacting to known issues, the NeuroNet Orchestrator advocates for open loop innovation, a paradigm shift from traditional closed-loop systems. By forecasting and anticipating potential network disrupting events, this intelligent solution doesn't just respond with predefined fixes; it dynamically generates novel remediation workflows ahead of time, utilizing TM Forum's Open Digital Architecture (ODA) and Pega's Blueprint capability. This ensures continuous adaptation to both anticipated and unprecedented scenarios, bridging a crucial gap in current automation systems and significantly reducing the "technical debt" accumulated from rigid, legacy IT infrastructures that often represent a staggering 56% of total IT costs for Communication Service Providers (CSPs).
Agentic AI Architecture
At the heart of the NeuroNet Orchestrator lies a sophisticated agentic AI architecture, where multiple specialized AI agents collaborate seamlessly to deliver comprehensive network orchestration. These agents, including situation insight models, customer impact models, network ticketing agents, and remediation agents, each contribute their unique expertise under the central coordination of an orchestration agent. This multi-agent approach allows for parallel processing of complex network scenarios, ensuring coherent decision-making and proactive issue resolution, a stark contrast to traditional systems that often require manual intervention for intricate problems.
Solution Overview

In this diagram, we see how the NeuroNet Orchestrator solution handles network problems and talks to customers. It starts by taking Network Device Data from Vodafone and Lightstorm (CSPs). This data goes through Device Event Processing by Qeema, which finds network "situations" and suggests actions. AI Models from Qeema and Accenture then give more insights into these situations and figure out the Customer impact. A central Core Solution Orchestration by PEGA combined with Qeema’s insights, recommendations and remediation plan selection engines to decide the best way to fix problems, like running Remediation Workflows to fix issues automatically or creating tickets for manual help. It also helps with Customer Engagement by using customer insights to send personalized messages. The whole process is monitored by NOC & SOC Monitoring from PEGA.
Real-World Applications
The real-world applicability of the NeuroNet Orchestrator is evident in its diverse use cases, ranging from mitigating the impact of atmospheric ducting to network performance degradation. For instance, our contribution to the project allows our solution to predict and analyze atmospheric ducting effects on mobile networks, automatically adjusting transmission parameters across affected cell towers to restore service quality within minutes, preventing costly disruptions. Similarly, early detection of performance degradation patterns allows for intervention before customers experience service disruption, maintaining quality of service, and preventing churn.
Qeema’s AI and Data Innovation in the NeuroNet Catalyst
Qeema’s contribution to the NeuroNet Catalyst centered on our advanced capabilities in AI and data engineering, which were instrumental in the success of the exercise. By developing telecom-specific synthetic datasets, we enabled realistic simulations that supported rigorous testing of weather-related service degradation scenarios. Our AI-driven analytics engine further elevated the Catalyst by providing intelligent event detection and predictive remediation recommendations, directly enhancing network resilience. Combined with our support in use case definition and system architecture planning, Qeema’s role showcased the value of data-centric innovation and AI-powered decision-making in addressing critical telecom challenges.
Recognition for the NeuroNet Orchestrator Team at DTW Ignite 2025
The NeuroNet Orchestrator project—delivered through the joint efforts of our Catalyst team, including partners (Accenture and PEGA) and champions (Lightstorm and Vodafone) —received significant recognition at DTW Ignite 2025. The initiative was named a finalist in three categories: Rising Star, Innovative & Futuristic, and Application of AI & Automation. Together, we demonstrated the power of AI in enabling self-managing networks, particularly through predictive capabilities that help prevent weather-driven service degradation. This acknowledgment highlights not only the strength of cross-industry collaboration enabled by TM Forum, but also the real-world impact of AI-powered network orchestration.

Accelerating the Autonomous Network Journey
The NeuroNet Orchestrator significantly accelerates CSPs' journey along the Network Automation Maturity Model, propelling them from manual operations and limited closed-loop automation towards truly autonomous network orchestration. It achieves Level 3 (Conditional Autonomy) with AI/ML-driven, context-aware, multi-domain, with human oversight, and Level 4 (Full Autonomy (Governed)) through Intent-based, adaptive, fully self-governing with human-in-the-loop, which enable anticipation and prevention of issues before they manifest. This proactive approach not only optimizes performance but also dramatically reduces incident costs and eliminates the need for emergency truck rolls in scenarios like CPE failure prediction.
The Foundation for Future-Proof Networks
The solution's deep integration with TM Forum standards, including Open Digital Architecture (ODA), Open APIs, Enhanced Telecommunications Management (eTOM), and the Shared Information and Data (SID) Model, ensures seamless interoperability, long-term scalability, and industry compliance. This adherence to established frameworks minimizes integration challenges and accelerates deployment timelines, providing CSPs with the confidence to invest in a solution that aligns with industry best practices and future technological advancements. The NeuroNet Orchestrator is not just an incremental upgrade; it represents a fundamental shift towards anticipatory service delivery, dynamic process creation, and continuous operational optimization, laying the groundwork for a truly autonomous network future.
